This can be accomplished with the redistricting following the 2010 Census, as provided in the current County Charter. Additionally, the BOS should submit a Charter Change to the 2008 General Assembly, effective with the 2011 elections, providing for the at-large election of the Chairman of the Board of Supervisors to serve a four-year term concurrent with the other surpervisors elected in November 2011. Additional supervisors provides representation that is closer to the people they are elected to serve. By permitting all of the registered voters to elect the Chairman of the Board, the citizens get to express their voice as to who and what principles & issues they represent should serve as the elected leader of the Board. Furthermore, by having the Chairman serve a term concurrent with the other supervisors, we avoid the current situation of trading "chips", i.e. issues that one supervisor favors for their district v. those of others, for the "prized" position as Chairman of the Board. That decision is made by the registered voters of Chesterfield County. Now, is this change in our county structure likely to be supported by most of the current Board? I ask that you challenge those who oppose such a change to provide substantive, logical, reasonable bases for their position. Most likely, the underlying reasons for their opposition will bear a strong relationship to less influence, reduced power and, heaven forbid, a change in the political make-up of the leadership of Chesterfield County. The time is long overdue for these changes in the governing structure of Chesterfield County. If not now, when? If not by the leaders elected by the voters in November 2007, who?
